À rebours d’une histoire transnationale de la guerre froide centrée sur les acteurs ou les actrices de l’Est et de l’Ouest, cet article considère les militantes africaines comme des protagonistes à part entière de cette histoire, soumises à des contraintes politiques et de genre mais déterminées à faire connaître leurs luttes par-delà les frontières. Il analyse leurs liens avec trois organisations féminines internationales très actives pendant la guerre froide : la Fédération démocratique internationale des femmes, le Conseil international des femmes (...) et l’Alliance internationale des femmes. Par-là, il contribue à une histoire transnationale des femmes d’Afrique comme à une histoire des décolonisations souvent écrite au masculin. En plaçant la focale sur les connexions entre les Africaines et ces organisations, c’est la logique des « blocs » qui est remise en cause. D’abord parce que les Africaines ne suivent pas toujours les choix diplomatiques de leurs pays, qu’ils soient proches de l’Ouest, de l’Est ou non alignés. Mais aussi parce qu’elles entrent souvent en contact avec plusieurs organisations afin d’identifier les interlocutrices les plus susceptibles de soutenir leurs causes et font ainsi preuve de ce que l’on peut appeler un « pragmatisme stratégique ». En s’intéressant à la période antérieure aux conférences féminines onusiennes (1975-1995), il s’agit aussi de proposer une nouvelle chronologie pour penser l’histoire du militantisme international féminin depuis la Seconde Guerre mondiale. Parents in Iran, China and the United States were asked 1) about their potential influence on their children’s religious and scientific views and 2) to consider a situation in which their children expressed dissent. Iranian and US parents endorsed their influence on the children’s beliefs in the two domains. By contrast, Chinese parents claimed more influence in the domain of science than religion. Most parents spoke of influencing their children via Parent-only mechanisms in each domain, although US parents did spontaneously (...) note Multiple sources for the transmission of religious views. Parents proposed a similar stance towards children’s dissenting religious and scientific views. Chinese and US parents were more likely to express Supportive approaches and Iranian parents were more likely to express a Directive approach by comparison. The knowledge account of assertion (KAA) is the view that assertion is governed by the norm that the speaker should know what s/he asserts. It is not the purpose of this article to examine all the criticisms nor to try to give a full defence of KAA, but only to defend it against the charge of being normatively incorrect. It has been objected that assertion is governed by other norms than knowledge, or by no norm at all. It seems to (...) me, however, that a number of these criticisms are based on a number of misunderstandings of the notion of a norm and of the way it can regulated a given practice. Once we spell out in what sense knowledge can play a normative role in this context, the KAA appears much more plausible. (shrink)

The omission effect, first described by Spranca and colleagues, has since been extensively studied and repeatedly confirmed. All else being equal, most people judge it to be morally worse to actively bring about a negative event than to passively allow that event to happen. In this paper, we provide new experimental data that challenges previous studies of the omission effect both methodologically and philosophically. We argue that previous studies have failed to control for the equivalence of rules that are violated (...) by actions and omissions. Once equivalent norms are introduced, our results show that the omission effect is eliminated, even if the negative outcome of the behavior is foreseen and intended by the agent. We show that the omission effect does not constitute a basic, moral disposition but occurs exclusively in complex moral situations. Building on these empirical results, we cast doubt onto two influential explanations of the omission effect, the Causal Relevance Hypothesis and the Overgeneralization Hypothesis, and provide a novel explanation of the phenomenon. Furthermore, we discuss various ramifications of the interplay between our understanding of omissions and legal systems. (shrink)

The robustness of a system indicates its ability to withstand disturbances while maintaining its properties, performance, and efficiency. There are plenty of studies on the robustness of air transport networks in the literature. However, few works consider its mesoscopic organization. Building on the recently introduced component structure, we explore the impact of targeted attacks on the weighted world air transportation network on its components. Indeed, it contains five local components covering different regions and one global component linking these regions. We (...) investigate targeted attacks based on influential weighted centrality measures. Results show that the local components gradually separate from the world air transportation network as the fraction of removed airports grows. The weighted betweenness attack removes fewer top airports to isolate the regions compared to its alternatives. Furthermore, it is still convenient to travel locally in the separate areas. In contrast, strength and PageRank attacks need to target more airports to split the network. However, they are more disruptive. Indeed, the size of the isolated local components reduces drastically, so it becomes more challenging to travel locally. Looking at the world air transportation network through its component structure reveals a new viewpoint on its resilence. It opens new perspectives to design more efficient attacks. (shrink)

The main objective of Zika transmission studies is to work out the simplest approach to scale back human mortality and morbidity caused by the disease. Therefore, it is essential to spot the relative importance of the various factors contributing to the transmission and prevalence of the disease. Many mathematical models have been formulated incorporating vector-to-human transmission or human-to-human transmission. However, they do not take into consideration the mixture of both sorts of transmission. It raises the question of the impact of (...) both sorts of transmission on the disease dynamics. We develop a mathematical model of Zika with the vertical transmission in the vector population and human-to-human transmission to answer this question. It includes the immature phase of mosquitoes, adult mosquitoes, and human hosts. Results show that neglecting sexual transmission results in an understatement of the proportion of the infected population. Furthermore, it reduces the speed of disease spreading. On the other hand, vertical transmission in mosquitoes has a negligible effect on the dynamics of disease spread. We perform a sensitivity analysis of the reproductive number R 0 to raise to understand the parameters driving the dynamics of the disease. It appears that the most sensitive parameters in decreasing order are as follows: the adult mosquito death rate, the sting rate, the transmission probability of mosquito to human, and, therefore, the transmission probability of human to mosquito. Furthermore, the proportion at the equilibrium of infected humans is extremely sensitive to the transition rate from the immature vector stage to the adult stage, the human-to-human transmission rate, and, therefore, the human recovery rate. These results confirm that control policies targeting the vector population and, therefore, the recovery rate of people are pretty effective solutions. To validate the model and estimate the important parameters of the model and the prediction of the disease, we consider the real cases in Colombia from 2016. Operating universities under pandemic conditions is a complex undertaking. The Artificial University responds to this need. TAU is a configurable, open-source computer simulation of a university using a contact network based on publicly available information about university classes, residences, and activities. This study evaluates health outcomes for an array of interventions and testing protocols in an artificial university of 6,500 students, faculty, and staff. Findings suggest that physical distancing and centralized contact tracing are most effective at reducing infections, but there (...) is a tipping point for compliance below which physical distancing is less effective. If student compliance is anything short of high, it helps to have separate buildings for quarantining infected students, thereby gracefully increasing compliance. Hybrid in-person and online classes and closing fitness centers do not significantly change cumulative infections but do significantly decrease the number of the infected at any given time, indicating strategies for “flattening the curve” to protect limited resources. Supplementing physical distancing with centralized contact tracing decreases infected individuals by an additional 14%; boosting frequency of testing for student-facing staff yields a further 7% decrease. A trade-off exists between increasing the sheer number of infection tests and targeting testing for key nodes in the contact network. There are significant advantages to getting and acting on test results quickly. The costs and benefits to universities of these findings are discussed. Artificial universities can be an important decision support tool for universities, generating useful policy insights into the challenges of operating universities under pandemic conditions. Religious practices centered on controlled trance states, such as Siberian shamanism or North African zar, are ubiquitous, yet their characteristics vary. In particular, cross-cultural research finds that female-dominated spirit possession cults are common in stratified societies, whereas male-dominated shamanism predominates in structurally flatter cultures. Here, we present an agent-based model that explores factors, including social stratification and psychological dissociation, that may partially account for this pattern. We posit that, in more stratified societies, female agents suffer from higher levels of psychosocial (...) trauma, whereas male agents are more vulnerable in flatter societies. In societies with fewer levels of formal hierarchy, males come into informal social competition more regularly than in stratified contexts. This instability leads to a cultural feedback effect in which dissociative experiences deriving from chronic psychosocial stress become canalized into a male religious trance role. _Rogues_, published in France under the title _Voyous_, comprises two major lectures that Derrida delivered in 2002 investigating the foundations of the sovereignty of the nation-state. The term "_État voyou_" is the French equivalent of "rogue state," and it is this outlaw designation of certain countries by the leading global powers that Derrida rigorously and exhaustively examines. Derrida examines the history of the concept of sovereignty, engaging with the work of Bodin, Hobbes, Rousseau, Schmitt, and others. Against this background, he (...) delineates his understanding of "democracy to come," which he distinguishes clearly from any kind of regulating ideal or teleological horizon. The idea that democracy will always remain in the future is not a temporal notion. Rather, the phrase would name the coming of the unforeseeable other, the structure of an event beyond calculation and program. Derrida thus aligns this understanding of democracy with the logic he has worked out elsewhere. But it is not just political philosophy that is brought under deconstructive scrutiny here: Derrida provides unflinching and hard-hitting assessments of current political realities, and these essays are highly engaged with events of the post-9/11 world. The architecture of a plant depends on the nature and relative arrangement of each of its parts; it is at any given time the result of an equilibrium between endogenous growth processes and the constraints exerted by the environment. The results obtained in this field show that the architecture of a plant can be summarized by a small number of elementary structures: internode, growth unit, axis, architectural model,... This article explores how Levinas’s analysis of family relations (paternity, filiality, fecundity, and maternity) and the ethical relationship to the other (requiring both a paradoxical process of separation and the aptitude to be ethically ordained) can retrospectively enlighten our understanding of King Lear. It first shows how, in the Shakespearean tragedy, Levinas’s ethical answer, “here I am,” cannot be dissociated from fearless speech, which becomes the manifestation of the ethical relationship to the other. It then focuses on the Levinasian paradox (...) of “separation” as a prerequisite to the ethical relationship, and sees how this is radically distorted in the families presented in King Lear. It finally considers Levinas’s idea of maternity as a responsibility for others to the point of substitution, to questions the absence of mothers in King Lear and argue that the denouement of the tragedy can be regarded as a gender-reversed variation on the mater dolorosa motif. La présente contribution analyse un texte célèbre de Grégoire de Rimini, extrait de son commentaire des Sentences publié à Paris en 1346, livre II, distinction 34-37, question 1, qui demande « si Dieu est la cause efficiente immédiate du péché actuel ». Ce texte porte sur les fondements de l’éthique. Grégoire de Rimini y affirme en substance que si Dieu n’existait pas, agir contre la droite raison équivaudrait tout de même à commettre un mal. Ce texte est considéré comme la (...) première formulation de l’autonomie de la morale par un théologien philosophe. On en propose ici une relecture, attentive à sa logique argumentative et au jeu des autorités tirées du De libero arbitrio d’Augustin qu’il met en œuvre. L’Ordre des Ermites de Saint Augustin est associé de multiples manières au renouveau de l’augustinisme dès la période du premier humanisme de Pétrarque (1304-1374). La façon dont Grégoire de Rimini traite la question des racines de l’agir moral illustre à quel point il figure au premier plan du renouveau scolastique et humaniste de l’érudition augustinienne au xiv e siècle. Résumé L’étude raisonnée de la tradition manuscrite des œuvres de saint Thomas, menée par la Commission Léonine depuis sa fondation, est à l’origine d’un renouvellement considérable de l’approche de l’œuvre du maître dominicain. Elle a permis de confirmer la liste des œuvres authentiques, d’en restaurer le texte déformé par de multiples blessures au cours des siècles, et aussi d’esquisser, grâce notamment à l’examen graphologique des manuscrits autographes, le profil personnel de Thomas écrivain. Les conditions de travail du théologien ont été (...) élucidées et la signification de son entreprise a pu être située dans les enjeux d’une époque. Si l’accès aux données objectives de l’histoire semble avoir affranchi la réception de l’œuvre des polémiques issues de la Réforme, il pose également de nouvelles conditions aux thomismes d’aujourd’hui. Les nombreuses traductions d’œuvres de saint Thomas d’après le texte de l’édition léonine sont un signe supplémentaire de l’actuel renouvellement de sa lecture et de sa diffusion. (shrink)

In this brilliant essay, Jacques Derrida explores issues of vision, blindness, self-representation, and their relation to drawing, while offering detailed readings of an extraordinary collection of images. Selected by Derrida from the prints and drawings department of the Louvre, the works depict blindness—fictional, historical, and biblical. From Old and New Testament scenes to the myth of Perseus and the Gorgon and the blinding of Polyphemus, Derrida uncovers in these images rich, provocative layers of interpretation. For Derrida drawing is itself blind; (...) as an act rooted in memory and anticipation, drawing necessarily replaces one kind of seeing with another. Ultimately, he explains, the very lines which compose any drawing are themselves never fully visible to the viewer since they exist only in a tenuous state of multiple identities: as marks on a page, as indicators of a contour. Lacking a "pure" identity, the lines of a drawing summon the supplement of the word, of verbal discourse, and, in doing so, obscure the visual experience. Consequently, Derrida demonstrates, the very act of depicting a blind person undertakes multiple enactments and statements of blindness and sight. _Memoirs of the Blind_ is both a sophisticated philosophical argument and a series of detailed readings. It shows the dynamic of a growing institutional stratification, due to the competition between the different families, trying to take the popular masses in charge, or by manipulation or by self representation. Die Betrachtungen, die ich Ihnen im Folgenden vortragen möchte, konzentrieren sich auf den Begriff der Gesellschaft in Fichtes Philosophie und überschneiden sich unvermeidlich mit einer Neubewertung des Begriffs des Politischen, wie er sich bei Fichte abzeichnet. Ausgangspunkt ist die Unterscheidung zwischen Gesellschaft und Staat: eine Unterscheidung, die philosophiegeschichtlich in Hegel ihren wichtigsten Exponenten hat, doch, obgleich nicht immer überlegt und vollständig ausgearbeitet, bereits in die Schriften vieler Autoren als Voraussetzung eingeflossen war. Und darüber hinaus war dies ein Gedanke, der auf (...) einer anderen, wenn man so will, niedrigeren Reflexionsebene in der deutschen Publizistik insbesondere gegen Ende des 18. Jh./anfang des 19. Jh. schon allgemein verbreitet war, das heißt zu einer Zeit, als das Thema der Staatsbildung in den größeren Ländern auf der Tagesordnung stand. Das Thema von einer Neubewertung des Begriffs des Politischen bei Fichte ist vornehmlich aus zwei Gründen von Bedeutung. Einerseits zeigt sich, wenn wir einfach auf das Wort »Politik« achten, daß es bei Fichte nicht oft zu finden ist: es steht in Verbindung mit Eigenschaften wie »Klugheit« oder »Geschicklichkeit« und bezeichnet alles andere als das Ergebnis einer wissenschaftlichen Forschung. Die Politik nimmt daher in Anbetracht der theoretischen Vorannahmen, die Fichtes Philosophie kennzeichnen, und des geringen Gewichts, das er der geschichtlichen Kontingenz bei der Forschung beimißt, nur eine bescheidene Stellung ein. Und in der Tat scheint der Zuständigkeitsbereich der Politik in der Rechtswissenschaft äußerst begrenzt: in ihn fällt nur eine geringe Anzahl von Fragestellungen, deren wichtigste die verschiedenen Regierungsformen betrifft, was jedoch keineswegs ein ausschlaggebendes Problem darstellt, sofern die »Wissenschaft« ihre Prinzipien richtig aufgestellt und in angemessener Weise miteinander verknüpft hat. Allerdings ist zu erwähnen, daß bei genauerer Betrachtung die Zahl der Fragestellungen, deren Lösung Fichte tatsächlich der Politik anvertraut, deutlich größer ist und sich auch auf eine Vielzahl von Bereichen erstreckt - bis hin zur wirtschaftlichen Organisation innerhalb eines Staates, um nur ein Beispiel zu nennen. In jedem Fall aber ist der Bereich der praktischen Politik und nicht der der politischen Theorie betroffen. Betrachtet man das Thema schließlich in Hinblick auf die aktiv an der Politik Beteiligten, stellt man fest, daß ihre Zahl sehr gering ist, da die politischen Rechte, sowohl was das aktive als auch das passive Wahlrecht anbetrifft, nur in begrenztem Maße anerkannt werden. La justice prédictive, ici envisagée comme outil de quantification des données des décisions rendues par les juges du fond, va permettre directement de révéler la jurisprudence du fond. En la révélant, elle va pour part la constituer comme source du droit. Ce faisant, elle pourra être utilisée bien au-delà de sa fonction initiale de prédiction pour les professionnels du droit : elle est susceptible d’aider à mieux légiférer, mieux interpréter et mieux penser le droit – toutes utilisations qui se heurtent (...) toutefois aux pratiques des juristes comme aux limites des outils de justice prédictive. Ces utilisations ne sont pas anodines et elles tendent indirectement à orienter la jurisprudence du fond par son harmonisation. Si cette harmonisation est recherchée par une justice prédictive indiquant des normes, elle risque de heurter le pouvoir d’appréciation souverain des juges du fond. En revanche, la justice prédictive peut aider à la rationalisation de ce même pouvoir, en appelant à une motivation adaptée. La justice prédictive se révèle alors source d’arguments plutôt qu’elle n’est source de normes et appelle le développement de réflexions et de formations sur l’argumentation autour des questions de fond.
